Such a move is expected “to reduce property oversupply and mitigate the risk to property owners”.

The fund is meant for major building maintenance works such as malfunctioning lifts, water-proofing, upgrades of fire-fighting equipment and other upgrading works, and failure to pay it could lead to undesirable results for property owners, said accredited architect and trainer Anthony Lee Tee.

“Property that is maintained well ...would appreciate in value. Half the battle is won, however, if the real estate has been designed and built for property management in the first place,” said Au.

When dealing with stubborn owners who refuse to pay maintenance fees and service charges, Tan says, the COB can step in.

“If banks refuse to give loans, give us (the ministry) the list [names of rejected loan applicants] and we will check with the banks. If it’s not justified, we may consider taking action [against the banks],"

“If we reduce the compliance cost for houses priced below RM300,000, this will also encourage more affordable houses to be built by developers," said Finance Minister Lim Guan Eng.
