Consortium awarded Penang undersea tunnel project had highest score — witness

Former Penang executive councillor Lim Hock Seng said there were two tender briefings held on Nov 29 and Dec 14, 2011, both of which he attended. Testifying in former Penang chief minister Lim Guan Eng’s graft trial, Hock Seng said a total of 60 local and foreign companies submitted their pre-qualification exercise to participate in the tender briefing.
