• The tentatively named FCZFZ-BAIAC International ADR Platform is expected to enhance Forest City’s position as a growing hub for international business and investment.

KUALA LUMPUR (April 28): A Singapore-based regional arbitration centre is looking to set up an international mediation and arbitration platform in Forest City, Johor, together with the master developer of the mega development.

Beihai Asia International Arbitration Centre (BAIAC) and Country Garden Pacificview Sdn Bhd have inked a memorandum of understanding (MoU) on the proposed establishment of the platform, according to a joint statement on Monday.

To be located within the Forest City Special Financial Zone (FCSFZ), the tentatively named FCZFZ-BAIAC International ADR Platform is expected to enhance Forest City’s position as a growing hub for international business and investment, said the statement.

“This partnership reflects the shared vision of both parties to promote international arbitration as a preferred method of resolving cross-border disputes,” it added.

Country Garden Pacificview, the developer of Forest City, is a real estate joint venture between Esplanade Danga 88 Sdn Bhd and China’s Country Garden Holdings Co Ltd.

Forest City is also a part of the Johor-Singapore Special Economic Zone (JS-SEZ), which was established to attract investment. Incentives there include a 0%–5% corporate tax for companies and a 15% flat income tax rate for knowledge-based workers.

BAIAC is a centre for dispute arbitration and mediation, particularly between China and Asean parties.

Its president Steve Ngo said the centre will support the setup of the arbitration and mediation platform with reduced fees for cases conducted in the FCSFZ and assist in promoting the platform via its networks.

“Country Garden Pacificview will provide logistical and promotional support, including facilities, accommodations and visibility for the platform within Forest City. Both parties will also collaborate on events such as conferences, workshops and seminars to promote international dispute resolution practices in the region,” Ngo said.

The statement noted that BAIAC Arbitration Mediation PLT was set up recently to play a key role in BAIAC’s activities in Johor under the cooperation.

“Its establishment marks another important step in expanding BAIAC’s regional presence and strengthening institutional collaboration in alternative dispute resolution across Southeast Asia,” BAIAC and CGPV said.
