SEREMBAN (Dec 17): Matrix Concepts Holdings Bhd (KL:MATRIX) broke ground for the first phase of the Malaysia Vision Valley City (MVV City) project in Negeri Sembilan on Tuesday.

Matrix Concepts will be jointly developing MVV City Phase 1 with the Negeri Sembilan state government (NS Corp), with the developer holding an 85% stake in the development and will be leading the development.

With a gross development of RM15 billion and a 12-year development period, MVV City Phase 1 covers 2,382 acres and will comprise over 1,000 acres of industrial space, 15,000 residential units and a 174-acre commercial lot.

The larger 87,960-acre MVV City is also known as Parcel B (or Smart County) of the larger scale 379,087-acre Malaysia Vision Valley 2.0 (MVV 2.0) public-private partnership economic development conurbation, which covers the areas of Seremban, Nilai and Port Dickson in Negeri Sembilan. The entire MVV2.0 masterplan has a total gross development value (GDV) of RM2 trillion.

With plans to be developed as a smart and green city, MVV City will be the first project to be developed in MVV 2.0 and serves as its flagship project.

“Together, we are not only building a city, but a legacy that pulses with life, ambition and boundless possibilities, one that will inspire generations to come,” said Matrix Concepts chairman Datuk Mohamed Haslah Mohamad Amin in his opening speech at the groundbreaking ceremony.

“The development of MVV City will be an important milestone in a transformative journey that is not only focused on the construction sector and infrastructure development but also shaping a future for all," he added.

Officiating the ceremony, Negeri Sembilan Menteri Besar Datuk Seri Aminuddin Harun said the MVV City project would strengthen the state and help transform it into a high-income economy that will attract foreign and local investors.

“Today, we stand at a pivotal moment in the story of Negeri Sembilan, a story defined by resilience, vision and progress. The development of MVV City is not just a project; it is a bold statement of what we can achieve when vision meets determination and collaboration,” said Aminuddin.

Parcel B (Smart County) is one of the six major parcels of MVV 2.0. The others are Parcel A (NS High Tech Industrial Park), Parcel C (NS Aerospace Valley), Parcel D (Integrated Maritime Hub and Coastal Corridor), Parcel E (Unmanned Vehicle Valley) and Parcel F (NS Semiconductor Valley).
