KUALA LUMPUR (Jan 12): The Ministry of International Trade and Industry (MITI) has released a list of essential services that are allowed to operate during the enforcement of the Movement Control Order (MCO) effective 12.01am tomorrow.
Essential Services List (as at Jan 10, 2021):
A. Manufacturing
- Aerospace including maintenance, repair and overhaul (MRO)
- Automotive manufacturing and after-sales services
- Food, beverage and its chain of supply
- Packaging and printing
- Household items, personal care products (fast-moving consumer goods — soap, personal care products and others) and cleaning supplies and its chain of supply
- Healthcare and medicine including dietary supplements
- Personal protective equipment (PPE) and fire safety equipment
- Medical components
- Electrical and electronics
- Oil and gas
- Petrochemicals and petrochemical products
- Chemical products
- Machinery and equipment
- Ceramics (ceramic as material in glove making)
- Metal and steel
- Textile (for those involved in PPE supply)
- Furniture sector, and
- Production, distillation, storage, supply and distribution of fuels and lubricants.
B. Construction
- Construction:
- Critical maintenance and repair work
- Major public infrastructure construction works, and
- Construction works for buildings that provide complete accommodation at construction sites or workers housed in the Central Labour Quarters (CLQ).
C. Services
- Financial services and its chain of supply:
- Financial institutions (banking, insurance, takaful and other entities licensed, approved or registered with Bank Negara Malaysia), and
- Capital market entities licensed, registered or monitored by Securities Commission Malaysia.
- Municipal and local government services:
- Pawnshops/community credit (licensed moneylenders)
- Solid waste/sewerage management
- Public cleaning, and
- Premises cleaning and sanitation.
- Telecommunication and digital infrastructure including ICT services and global business services (GBS)
- E-commerce and its supply chain including e-marketplace services, digital payments and local e-commerce internet centres
- Hotels and lodging
- Agriculture, fishery and livestock sectors, including veterinary services:
- Management of farms, swiftlet nests, horses, animal processing plants, slaughterhouses, livestock, livestock feed mills, vaccine suppliers, livestock management, pet shops (livestock transfers only at night)
- Disease control and regulation of livestock production, livestock inputs and products related to the livestock industry (including exports and imports), and
- Health management, disease diagnosis and animal treatment.
- Utilities (water and power)
- Professional services (including accountants, lawyers, auditors, engineers, architects), scientific (including R&D) and technical (including maintenance)
- Security services
- Security and defence
- Land, air and sea transport
- Port, dock and airport services, including cargo loading and unloading, shipping, storage or commodity shipping
D. Logistics businesses
- Warehousing and logistics
- Food and beverage services, sales and delivery, and
- Retail/distribution/wholesale.
E. Agriculture and commodities
- Agriculture, fisheries and livestock and its supply chain, and
- Plantations and commodities and their supply chains.
F. Others
- Any service, work, industry and business as determined by the Minister of Health after consultation with the authorities regulating the service, work, industry and business.
