KUALA LUMPUR (Aug 27): The Ministry of Finance (MoF) has released a list of 101 projects which were awarded through direct negotiations under the Pakatan Harapan government. These projects are worth a combined RM6.61 billion.

In a statement yesterday, Finance Minister Tengku Datuk Seri Zafrul Aziz (pictured) said contract awards via direct negotiation are allowed provided that the MoF gives its approval.

“This is based on existing provision under Section 6(1) of the Financial Procedure Act 1957 (Revised 1972) and related treasury circulars,” he said.

The minister said direct negotiations are allowed as long as they meet one or more criteria under the Act, which includes the procurement of supplies and services that are required urgently, whereby not doing so would jeopardise national interest.

Procurement via direct negotiation is also allowed for the purpose of standardisation to ensure compatibility between existing goods and the goods to be acquired, when a supply or service can only be acquired from a single source, when the procurement involves national strategic interest or security, and when the contract involves a Bumiputera manufacturer that meets all requirements.
