GEORGE TOWN (June 28): The Penang Island City Council (MBPP) has issued a stop-work order on the owner of Lost Paradise Resort over a retaining wall collapse that took the lives of four workers this week, reported the Malay Mail today.

Mayor Datuk Yew Tung Seang revealed that the order was actually issued yesterday and followed up by a police report to call for an investigation on the tragedy.

According to the news portal, the stop work order on the “landowner of the resort along Jalan Batu Ferringhi was issued under Section 70A of the Street, Drainage and Building Act 1974 for earthworks”.

The notice to the stated that 1) construction work conducted in the hotel compound was carried out without approval by the council, 2) the landowner must cease all activity at the site to ensure it was safe and not hazardous to people, the environment, and surrounding property, 3) landowner must “hoard up” the area around the site of the collapse at once and 4) landowner have “to submit plans for remedial works and a method statement on the proposed repairs through a registered consultant engineer within 30 days from the date of the notice”.

The news portal also reported that the landowner was told that in future, all works must be conducted with approval from the council.

MBPP also “reserved the right to conduct any works on the site for public safety and all costs will be billed to the landowner”.

The foreign nationals were said to have been hired by the resort owner to repair the retaining wall following soil movements which were detected in the area.

All four were buried alive in the landslide.
