KUANTAN (August 2): Three new measures have been introduced by the Pahang state government in order to speed up the process of approval, transfer, mortgage and lease of land titles.

The NST reported that, in a bid to reduce the waiting period for applicants, Menteri Besar Datuk Seri Wan Rosdy Wan Ismail said starting Aug 1, the state government will delegate to the land administrator at respective district and land offices. 

This is expected to solve the issue of still pending land transfer applications, of up to 80% and 90%.

“The measures will help reduce bureaucracy issues and speed up the approval process. Applicants have to prepare the complete documents so that the process could be completed within 48 hours or 10 days, depending on the type of cases.

“If the documents are complete, I believe the land administrator will be able to complete the process in a shorter time and applicants will no longer need to wait for months to complete the entire process,” he told the NST.

The first measure involved transfer of land titles and mortgage for “Kasih Sayang”, which was for family and relatives.

“All applications between the husband-wife, father to children, siblings, grandparents to grandchildren, cousins, uncles and nephews will be processed within one or two working days.

“Previously, applications were first sent to the district and land office and then submitted to the Land and Mines Office before it is forwarded to the Menteri Besar’s office. The process required a minimum of three months before a decision is taken,” Wan Rosdy was quoted saying, by the NST.

Another measure is to cut-short approval for the transfer of land titles, mortgage and lease involving individuals or companies, to just 10 working days, from the previous timeline of three months.

“However, this does not involve applications from Muslim to non-Muslims.

“Applications involving Muslim to non-Muslims. both individual and companies will still be decided by the Menteri Besar. It involves fresh applications and also appeals,” he said.

The measures are part of Wan Rosdy’s efforts to fulfil promises he made, upon being appointed Menteri Besar, to reduce red tape, and to delegate power of approval for certain processes in order to expedite matters.
