PETALING JAYA (March 12): Former Federal Land Development Authority (Felda) chairman Tan Sri Isa Samad and an unnamed general manager at the agency were the two individuals who signed the Power of Attorney (PA) for Felda’s land at Jalan Semarak in Kuala Lumpur, Parliament was told today.

The Malay Mail Online reported that deputy minister in the Prime Minister’s Department Datuk Razali Ibrahim, in his reply to Indera Mahkota MP Datuk Fauzi Abdul Rahman at the Dewan Rakyat, revealed that the signatures on the documents belonged to the two.

“The PA was signed by the then Felda chairman and the then general manager. This does not mean we are placing blame on anyone as the investigation is still ongoing. I am merely answering the question regarding who issued the PA.

“The PA was not clear regarding absolute power (over the land) the party receiving the PA to use the PA as if they owned the land when they dealt with the Land Office. It was strange that the Land Office did not contact Felda to verify,” he added.

Isa was Felda chairman from 2011 until January last year, while he headed Felda Global Ventures Holding Bhd from Jan 1, 2011 until June 19 last year.

Berita Harian had first reported the sketchy land deal in December last year, which happened when Felda susbsidiary Felda Investment Corp Sdn Bhd (FIC) granted a letter of award to Synergy Promenade Sdn Bhd (SPSB) to develop the Jalan Semarak parcel into Kuala Lumpur Vertical City (KLVC) on Jan 24, 2014.

This was followed by the signing of the master agreement and PA on June 2 the same year.
